Philip Tromp – strategic consultant
Philip Tromp is an experienced practitioner in the fields of central banking, information technology, financial infrastructure development, payment and settlement systems, group process facilitation and consensus building, corporate governance and executive management.

Initially in the central bank, Tromp's work was focused on establishing a sound national micro and macro economic database for economic analysis, research and publication purposes in South Africa.

In the latter years of his central bank career he was focused on IT management and the modernisation of the South African National Payment System. The last mentioned initiative resulted in a world class real-time enabled inter-bank settlement system environment and had a marked impact on the South African financial infrastructure. This has opened many opportunities for banks, service providers and professional payment service managers within various stakeholder institutions.

In 1999 he and a number of colleagues launched Perago Financial System Enablers to make their expertise available to other central banks. Perago has gone from strength to strength and has implanted its Real-Time Gross Settlement (RTGS) solution in numerous countries in Southern and Northern Africa, Scandinavia and the Middle East.

During his career he has played a key role in numerous financial infrastructure domains, including payment systems, financial markets and micro-finance, covering strategic planning, solution design, regulation, implementation and operational management.

At the end of 2009 Tromp stepped down as CEO of Perago.

Career highlights

Financial infrastructure

  • Lead the South African National Payment System initiative in the nineties resulting in the development and implementation of the South African RTGS system
  • Participated in Bank for International Settlements (BIS) on payment system reform
  • Involved in payment utility and industry self-regulatory body at Board level
  • Directed the development of the Perago:rtgs system and its implementation in 10 countries, across Sub Saharan Africa, North Africa, the Middle East and Scandinavia
  • Initiated the South African Development Community (SADC) regional payment systems initiative in 1995
  • Lead an industry project to design and develop a business specification for an electronic money market for South Africa

Economic data management in the South African Reserve Bank

  • Lead the development and implementation of a macro-economic databank for economic data collection, manipulation, analysis and publication
  • Established an automated system for statistics gathering and manipulation, including economic returns administration and processing, data verification, data collation and calculation of economic variable

Strategic management

  • Implemented strategic management processes at Governors' level and in all business areas of the South African Reserve Bank

IT re-engineering

  • Acted as lead consultant for a systems re-engineering consultancy project in the Central Bank of Mozambique

Business enterprise management

  • Co-founder of Perago Financial System Enablers in 1999
  • Established Perago as the market leader in RTGS systems for central banks

Awards

  • Information Technology Manager of the Year (1995) – awarded by the Computer Society of South Africa
  • Chief Information Officer of the Decade (2004)– awarded by the Computer Society of South Africa and Computerweek Strategist magazine
